Solved Repair your computer from CD won't work

I am trying to fix a Windows 7 laptop which will not start up.
I am able to get to the Installation disk and access the Repair Your Computer option.
Usually you should get the next option screen which gives you system recovery options.
However, it never gets to this screen. Seems like the laptop just sits idle.
Any recommendation will be appreciated.

No, thank you. The HD was corrupt. File Scavenger and Disk Recoup both could not access the drive.
Had back up, so not worth it to have it taken to a drive repair center.
