Restart flag is stuck on

I am trying to install a few programs on a fresh RC x64 build but each one reports that Windows requires a restart, including the 7127 build install of Windows.

I have restarted a bunch of times since first seeing this but the flag isn't cleared.

Any ideas how to make Windows think it's ready to install again?

Not to worry - I had a feeling Nero was the culprit and immediately after uninstalled it I was able to move on with life. The error text I was getting was -

Windows needs to be restarted so necessary changes to system files can be made before continuing.

Nero was v8.
