When I open one of my programs, I can see the icon appear in the task bar, but when I click on it to be able to use it, it doesn't open. I can see other programs being highlighted when I click the specific icon for the problem icon, but it never comes forward.
I can however click the icon, use Alt + Space, and select maximize and it will function as normal, but as soon as I click the "restore down" button, it acts up again. I've ran sfc /scannow and it seemed to fix the issue for a few minutes, but then acts the same way again. Typically it is one application (AS400), which I have completely uninstalled and reinstalled to no avail, but also happens seemingly random to other programs such as notepad, firefox, and IE.
