Safely Remove Hardware icon is present. Will not display popup "Safe to Remove Hardware"

It's got me stumped. I have the safe to remove icon present in my notification area, both when I hide some icons and when I choose to show all the icons.

When I plug in either a usb flash drive, or an external usb hard drive and I want to eject it, I can right click the icon and see the drive. Then I click Eject (whichever drive is plugged in). I used to get the Safe to Remove Hardware popup, but now I don't.

So far I have been able to remove and reinsert the drives after clicking remove it and have not gotten any error message.

I followed the tips in the tutorial thread: http://www.sevenforums.com/tutorials/10169-safely-remove-hardware-eject-device.html but nothing seemed to work.

I ran sfc /scannow with no problems detected. I toggled thru the option in the Customize notification options and no resolution.

I would like to uninstall the usb ports in device manager but my computer only has usb ports for keyboard and mouse.

I am running an i3 on an H55 mobo. Windows 7 Pro with SP1

Any ideas?

The instant I saw the term "balloon" I knew you had the answer. I had completely forgotten that term and could only think of "popup". It has been years since anyone has asked me to disable them (I'm a computer tech) and couldn't remember they are called balloons. In fact, I have a folder in my toolkit called balloons with info on how to enable or disable them! You're link to the reg key fix worked perfectly.

I've got the same problem with the USB safely remove hardware on my windows 7 laptop, can you please email regedit location for the toggling the balloon notification on or off - thanks.
