So I've got a Dell back my apartment that keeps looping because Service Pack Failed to install, it shuts down and reboots, and then it loops.

Even in Safe Mode, tried startup recovery to try a system restore, but that crashes and then the laptop shuts down afterwards.

Is there a fix? If, so what can I do fix this issue?

It's running Vista x86

Have you run the system readiness tool?

Ensure you install the correct 64 or 32bit option for your system)

Download the System Update Readiness Tool (64bit)

{Your System Specs say you have Win 7 Ultimate yet you are asking for advice re Vista.}

Regardless we need more details please.

* What Service Pack are you trying to install?{SP1 or SP2}

* The KB number associated with this SP would be helpful.

* Have you checked in Event Viewer?
Type eventvwr in search.
Go to the Windows Logs > application /system > in the left hand column.
Please note the event ID, and the source codes and tell us what they are.

& Are you aware of our "sister" Forum that deals with all things Vista?
