DevCon (Devcon.exe), the Device Console, is a command-line tool that displays detailed information about devices on computers running Windows. You can use DevCon to enable, disable, install, configure, and remove devices.
DevCon runs on Microsoft Windows 2000 and later versions of Windows.
I haven't tried it myself but with DevCon(Windows Device Console) you should be able to do that. You don't have to install the WDK as that page says. Here's a solution to extract only devcon.exe from the installer:
Where to find DevCon.exe - The Deployment Guys - Site Home - TechNet Blogs

And here's examples of how to use it: Device Console (DevCon.exe) Examples (Windows Drivers)

Let us know how it goes or if you need help.

Devcon.exe

I downloaded Devcon.exe earlier but apparently it requires some modifications to work on 64bit systems.

How to Obtain the Current Version of Device Console Utility (DevCon.exe) - TechNet Articles - United States (English) - TechNet Wiki

It wouldn't work on my machine - AMD x64

Looked at command line utility DevManView from Nirsoft and can get it to work but as for writing a script and creating a shortcut - it's just guesswork for me!

Example usage:

"FullPathTo\devmanview-x64.exe" /disable "ASUS USB2.0 WebCam"

"FullPathTo\devmanview-x64.exe" /enable "ASUS USB2.0 WebCam"

Can use Device Name or Device ID.

I only got it to work from an Elevated Commnd Propmt.
