Hi i upgraded to IE9 some months ago but i was having problems with shut down each time the sidebar was waiting to close at that time i was unsure of the problem.
So i went back to IE8 and after doing some reading up it turns out that windows 7 does not have a sidebar like vista so that is why the computer was not shuting down and aslo why none of the other computers are having the same problem.

I reinstalled IE9 the other night to see if i could get rid of the sidebar program that is hanging when the computer want to shut down

does any body now where the program is or is there a way of disabling it

thank you

I guess none of that worked for you.

To prevent sidebar from starting you can tick it off under Logon tab in Autoruns for Windows utility by Microsoft/Sysinternals.
Autoruns for Windows

Also you can use method three, four or five from here
http://www.sevenforums.com/tutorials/1401-startup-programs-change.html#attachment2159

You can also go to Control Panel - Programs and Features - Turn Windows features on or off - And uninstall Windows Gadget Platform.

But before getting rid of Sidebar that you can try to backup this thread in the Registry:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet Settings\Zones\

After backup, delete that Zones folder and reboot.

I had problems with Gadgets after installing IE9 and deleting Zones fixed that (after reboot Windows will recreate zones in the way they should be).

Sidebar.exe itself is in here:
C:\Program Files\Windows Sidebar\
but it is protected by trusted installer, but you can change owner.
