some things changing to wierd language?

i dont know how or why it happened and i dont know how to change it back. please help!

It is not "weird language", it is Russian.

Either you somehow changed your Steam client's interface language to Russian (maybe some glitch in Steam changed it for you).

Or you accidentally changed system-wide "Language for non-Unicode programs" setting to Russian. For some unexplainable reason, some Windows programs treat the latter setting as a request to switch the whole user interface to that language (nVidia Control Panel being one example).
