Standard user program execution does nothing

I have a user set up as a standard user. When that user double clicks on most of the executable icons nothing happens- not even a prompt to run as administrator. Parental controls for the user are turned off. If the user right clicks on the shortcut and then clicks "run as administrator" the prompt for the administrator password will show and after password entry the program will launch.

These are simple trusted programs installed by an administrator such as Picasa, Irfanview, etc. Standard users should be able to run these programs without issue. How can I change this. I don't want to turn off UAC and I don't want to give the user admin privileges.

Two things to try.
First, log in as the administrator, run the programs. Log out/restart, have user try again.
if that doesn't work:
Second, run programs as administrator when user is logged in, play around in them for awhile. Close it, log off, log in, try again.

I'm guessing that the program needs to do some post-install setup of files, and you need Admin permission to do so.

And if those steps don't help, take a look at this.

Lastly, prior to doing ANY of this, make sure you're using the latest versions of the software. Older versions you have (i.e: off disks) might not be fully W7 compatible.
