Startup unsuccesful, Startup Repair-no fix

Hello,
yesterday I got this problem, I cant boot into Win 7, the booting process never gets pass
the Startup screen. So I went to the Startup repair tool as was recommended, but after few tries nothing has changed. So I tried to recover to previous recovery point, but also nothing. Then I tried booting to Safe mode, and I saw that during the loading process there was no file shown as succesfully loaded. I might also know what could be the cause of this problem, because yesterday when I was shutting Win down, there was a blackout so obviusly some files are corrupted.

I read it a few times but Im not sure I understand it, so let me have some questions:
1) so in the general the idea of the tutorial is actually to copy uncorrupted system files to the place where they are needed or where they are corrupted or missing, right?

2)Where are the files copied from and where are they copied to(System reserved or Windows install partition)?

3)I have two partitions which belong to Windows 7:
Partition 1 labeled as System Reserved 100MB
Partition 2 600GB(here is Win 7 installed)

and in the diskpart, Partition 1 is not marked as Active, Partition 2 is marked as Active.
Now if following the tutorial, should I make a new partition, lets say Partition 3, mark it as Active, and mark Partition 2 as Inactive, and then run Startup repair?

Make sure the System Reserved partition is marked Active, then run up to three Startup Repairs until Win7 starts on its own and System Reserved partition holds the System Active flags.

If this fails move the Active flag to Win7 partition itself to run the repairs to see if it will start. System Reserved may be corrupt.

If these fail, then work through the steps in Troubleshooting Windows 7 Failure to Boot as your system may be infected and won't repair until it is cleaned. Every other possible step is also given to get Win7 started, leading up to rescuiing your files and if necessary running Factory Recovery or Reinstalling.
