Is it necessary to install steam for any game to play in offline mode for PC??

You need to be a lot more specific.

Anyway if these are Steam based games (Steam is a requirement), than YES.... Steam MUST be installed.

Not any game.. only the one's you buy from Steam and download them within it or buying retail key from another online store like CJS or GMG etc.
