Strangest Problem with Wireless Speed

Hey there, this might be a lengthy first post but I hope you'll be able to give me some guidance. I apologize in advance!

I recently had a Realtek RTL8190 PCI card for my wireless internet. Not reaching my regular speed as well as having consistent interrupts (30mbps) I decided to reseat, reinstall drivers as well as Windows 7 to no avail. In fact, it ended up a lot worse than it was at the start so I ended up trashing the thing. In replacement I went out and bought a Cisco AM10 Wireless Adapter since my Router is of the same brand. I was met with no more interruptions but the same download speed as I was getting before which was constantly fluctuating in between 10-20mbps (according to speedtest and videotron) Frustrated I ended up reinstalling the OS again thinking it might be conflicting software, registry entries or other drivers. Same problem.

I've tested the connection on 3 different laptops. Two running Windows 7 and the other Mac OS X. They're all easily capable of hitting 30mbps instantly in the same room as my new USB adapter.

I've run out of things to try and am looking for anything to try and solve the issue.

my first suspects would be firewall and ipv6.

As for the firewall I would need more information.
Disabling ipv6 is rather easy though and discussed in this microsoft support journal entry.

I've disabled IPV6 as well as the standard Windows Firewall that is included with a fresh installation of Windows 7. No difference unfortunately.

Well there only seems to be one version of the driver software provided for that device

Barring a signal strength issue I'm curious if the software and drivers associated with the previous wireless device have been properly removed, as you are suffering an identical problem even though you have now replaced the physical hardware.

Indeed and that is the driver that is currently installed. The software and drivers from the older one must have been properly removed since I formatted the hard drive and put a fresh installation on it as well.
