Superfluous responses required by Windows

Whenever I restart my computer the Control Panel (which I have pinned to the taskbar) opens to no discernible purpose, and I always have to close it. Also, when I restart or just waken the computer from sleep I must always click on a square in the middle of the screen before I can resume operation. (Concerning this latter issue, that square apparently points to the user, but I am the only user.) Is there any way of making these operations of mine unnecessary? Could I either automate my response in each case, or, better, could I eliminate the issues altogether?

Check that the Startup folders do not contain any entries that aren't required (e.g. Control Panel):
C:\Users\<user name>\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup
C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Startup
