System Cannot Find %windr%\system32

Ok. Well, I returned home to find my wonderful computer in a mess..thanks to my mother.

As of right now i really can't do a whole lot.
Ive been searching for answers and I just don't know.
I can downlaod files, but when i try to open them i get:
"system could not find the environment option that was entered"

I've done the sweeps and scans.
even the scan in cmd.

I try to do a system restore and I cant do it because it says my protection settings are off. when i click on my settings option i recieve this:

"windows cannot find '%windir%\system32\systempropertiesadvanced.exe'. Make sure you typed the name correctly, and try again."

i can access the settings through cmd. but i dont know how to get to my protection settings from there.

Since i couldnt add another user account myself, i had to do that through cmd too. still does the same stuff.

ALL OF THIS HAS BEEN DONE THROUGH SAFE MODE.
otherwise, nothing works at all.

I used PCMatic to clean my computer up and the message saying my windows software may be fake is gone.

I have an Acer Aspire One Netbook.

Do you have a system image/backup you can restore from?

I assume as you say protection settings are off you have disabled system restore

When you say scans from cmd do you mean sfc /scannow is so what was the results

Please fill in your system specs in userCP area

I honestly wouldn't know..i know basic computer things. but i'm a quick learner.
how would i know if i did?

and thats another thing..i never disabled anything. i'm confused as to why its off in the first place.

What scans/sweeps have you run, are you talking AV or system stuff

You can try running SFC scan to check integrity of system files

Start button>type "cmd">right click run as administrator>type "sfc /scannow"

No integrity violations were found.
