System won't open programs all the way?

I was downloading new drivers for my Graphics card last night and it installed amd-catalyst-omega-14.12-with-dotnet45-win7-64bit and my laptop was set to 640x400 resolution for some reason and since the max already is 1600x900 the max when it installed was only 1024x700 or something close to that so I intended to restart my computer since the new ccc was installed completely. After resetting the laptop it would not open anything program wise. The only thing I have found out I can open properly is Google Chrome, when I go to open something else i.e. League of Legends or Steam and even Battle.net it would show the start up screens like steam login, league launch button, battle.net login but after it would do that it would seem like it's starting and would have its logo on the task bar in the bottom right. So I was going to open the AMD Gaming Evolved that it installed and would run before the restart and that would not even open. To add to this I have two Graphics cards on my laptop, a Intel(R) HD Graphics Family and a Radeon (TM) HD 6490M. The laptop it self is a HP Pavilion dv7 Notebook PC. If anyone knows of a fix then I would greatly appreciate the help.

The first thing to do is a system restore to before you updated the graphics driver, see if that fixes it for you.

Okay so that method of restoring to a earlier date worked, I would be peeved if I had to fully restore it with all this data. So the only problem I have now is using the Radeon graphics card all the time instead of the Mobile Intel I have in my laptop. What would be the best way to do this? I was attempting to change graphics cards and was half awake and this is why I had a problem before that you helped me fix.

What I usually do is install the new graphics card then boot up and see what happens. Then I would install the driver for the new card. I do not uninstall anything.

Right or wrong, but that's how I do this and it's worked well for me so far :)

Okay so if a Cooling fan were to go out then would that impede on how well the graphics card would work?

Get rid of all things Google and I believe you will see a significant performance increase.
