Try to run the taskmgr.exe directly from the system32 folder.

No error messages. Ctrl+Shift+Esc does not do anything and taskmgr.exe does not do anything. Problem occurs everytime I Try Ctrl+ Alt+ Del

Can you open other tools like registry editor, msconfig, system restore?If yes, then first try system restore to the date when this problem wasn't there.If this doesn't help, try running sfc /scannow.Or it could also be that task manager has been disabled (either through registry or group policy).
