Taskbar issues

My taskbar is doing something really weird, I wanted to move it, but when I right clicked on it, i noticed that both the options "Lock the Taskbar", and "Properties" were both greyed out. Then I tried changing it from the Taskbar and Start Menu option in the control panel, and all it would let me modify is my start menu. I was wondering if there was some way that I could unlock it, I'm not scared to try any method, just don't say reinstall the OS, that i won't do, lol.

Let's just start by saying this computer is a bit of a hodge-podge machine. Hardly any of its parts are standard these days, ever since i got it I've tweaked and tuned it into something that while its not as powerful as other computers it will certainly catch your attention and is rather memorable, hopefully not for the wrong reasons.
Hello Kit and welcome to the Forum. You could try editing the registry. NOTE: Make sure you back up the registry "just in case". The easiest way is to create a restore point. Or you could export the registry.

Open regedit and navigate to:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

Click on Explorer and look in the right pane for a DWORD Value called LockTaskbar and/or NoSetTaskbar. Delete the DWORD Value(s). Close regedit and restart computer. See if problem has been resolved.
