I would suggest trying to find an interface tweaking program, perhaps there is one that allows you to specify the delay- and life-time of tooltips? I used to use TweakUI (part of the MS PowerToys suite) with XP, and I've been looking for an alternative for 7, but nothing too solid yet.

So far I have two alternative possibilities, maybe one of these would help you?

TotalIdea Tweak-7 (link)
This one looks like they spent more time on the 'eye-candy' side, but it's not free... Not sure how restrictive the trial version is.

Ultimate Windows Tweaker (link)
On the other hand, this one is free... Looks like it's got a nice range of option too, but again, I'm not sure what settings it has. You could try it and see...

Sorry to hear that... I'll see what else I can find on the issue, but in the mean time have you considered asking for help over at the Microsoft TechNet forums? You'll find many MS support guys browse those forums, even some of the MS developers from time to time..

Just got a reply from Thomas77 over at TechNet:

Hello,

Boot the computer to clean boot mode and see if the issue persists:

Clean Boot
================
1. Click the Start Button type "msconfig" (without quotation marks) in the Start Search box, and then press Enter.

2. Click the "Services" tab, check the "Hide All Microsoft Services" box and click "Disable All" (if it is not gray).
3. Click the "Startup" tab, click "Disable All" and click "OK".

Then, restart the computer.

If the issue persists, test the problem in a new account:
1. Click the Start button, click Control Panel.
2. Click User Accounts->User Accounts.
3. Click "Manager another account" and click "Create a new account".
4. Input the user name, select "Computer administrator" as the desired account type, and then click "Create Account".
5. Restart your computer and log on as the new created user account.

Want to try that and see?
