Toshiba Laptop Will not boot Black screen with Cursor

I have a Toshiba Laptop that will not boot. When it boots up in ANY way will take me a black screen with a cursor. I have run all of the options from repair, all safe modes, and every other option in the f8 menu. It will not even boot up with the Windows 7 install format disk it takes me to the same black screen with cursor. The only time i can get it to boot off of the disk is to remove the Hard Drive and then it boots off of the disk properly. I also would like to mention in the black screen I have also tried to CTRL+ALT+Delete as well as sticky keys but nothing pops up for me to edit anything in any way. I am a computer savvy guy but this one has got me stumped. It just randomly did this last night. (one more random piece i would like to add in is that it started running insanely slow and then installed windows update shut down to install and it then started doing this.) I am all fine and dandy with a reformat and would love to do it if I could only actually start the reformat. Thank you for reading this and hopefully someone can help me.

Hi does the hard drive show in the bios? have run ran diagnostics on the hard drive to make sure the drive is good?

Yes the Drive shows in BIOS. And can I run a diagnostics in BIOS on the drive because I would love to.

i would run the manufacture of the hard drive diagnostic tool but if you do not know it seatools for dos works on most drives SeaTools for DOS | Seagate run the short and long tests

It would probably be better and can be a great learning experience to instead do the http://www.sevenforums.com/tutorials/219487-clean-reinstall-factory-oem-windows-7-a.html#post1839164 as have over 1.3 million+ others without a single complaint or problem.
