Trouble with cpu after upgrade win7 pro

The install went smooth as silk. I did a full wipe from xp. Now as I was updating programs I installed cpu-z and noticed my 3.0ghz processor was only running at 800 ghz. It should be at 3000 ghz. Anyone have an idea how to fix this. This is my only problem.

Hi steve and welcome

There may be nothing wrong. If you aern't putting a load on the computer it will slow down both to save power and heat. Try loading it and re-checking
