This can possibly be related to user permission's. The next time you go to install a program, right click on it, and then click on "Run As Adminstrator". See if that helps.

If you look in Event Viewer, and have "Event ID 1606" There is a registry exercise you can try.

See Dave_D's answer that worked for Spallina here:
Internal Error: Failed to expand shell folder constant "userappdata"

Farther down in the thread one poster says it helped him by getting rid of a virus corrupted registry key.

A little further the one poster had no problems installing Open-Source programs.

There is also a suggestion to create a new user with Admin rights because the one you're using is corrupt.

Before you do that go to your: Control Panel\All Control Panel Items\User Accounts\Change Your Account Type , and see how your account is listed, if it is standard user, change it to Administrator, then click "Change Account Type" OK, apply your way out if applicable.
Then try to install your program.

If it is already set as Administrator, your user account may be corrupt.

Create a new user account and give it Admin rights, then try to install your program.

Can you get to Event Viewer to see what Event ID this problem is throwing?

You can get there either by going to; Start-Orb, All Programs, Administrative Tools, Event Viewer.

Or

Start-Orb, type in Event Viewer in search box, click on result.

Check Windows Logs
