Trying to reinstall Windows 7 from the recovery media

Whenever I boot up my laptop I only see a black screen with a white dash flashing on the screen (no sounds beside the fan). I know it's the hard drive so I'm trying to reinstall the recovery media. I pressed C on the keyboard to being up the menu, which gives me two options: Windows 7 or memory diagnostic. When I click on windows 7, the screen just remains black, nothing happens. Any suggestions on how to fix the problem? (I tried plugging it into a different monitor just in case). Thank you.

I own a Toshiba Satellite A665 laptop.

We always assume you have made your Recovery Disks using the OEM manufacturer's Recovery Media Creator app the first day you had your new PC.
& made the Startup Repair CD.

I bought the recovery discs from Toshiba.

If it won't start or you have less than a perfect install I would do the vastly superior Clean Reinstall - Factory OEM Windows 7

If you want to do the inferior Toshiba Factory Recovery you'll need to Boot A Computer from CD or DVD - YouTube starting with Disk 1 and then supplying the other disks as needed. But this gives you a bloated out install of Win7 so I'd then Clean Up Factory Bloatware
