Turning off User Account Control Admin Password in Parental Controls

With an account that parental controls activated and wanting to run a program like MSI Afterburner or PlayClaw the User Account Control comes up for the program but it wants an Administrator password.
Is there any way to turn this off? I have tried to unblock all programs in the parental control settings but that doesn't work.
Any help is greatly appreciated.

Ask your parents to turn off parental control or who ever turned on parental control.

It's not for me but for my brother. The parental controls need to stay for time restrictions purposes.

Please read my post #2 again.

Who ever it is for or whatever the reason was we do not help people bypass password protected programs.

Who ever set up the parental control gave it a password for a reason. Ask that person for help.
