Solved Unable to delete a file,can't delete it can't shred it,

I looked at my firewall events earlier and i saw a file had been trying to connect to the internet but had been blocked by my firewall. Whenever i install a program i am unsure of i block the exe file from connecting to the internet until i'm happy its a safe program. The file is "EFL1.4_Setup(x64).exe" and is the setup file for Easy Locker from XOSLAB.COM i had this program installed once but was not impressed so i uninstalled it, but the file i downloaded is still in my download folder.This is what is trying to connect to the internet,So rather than just delete it i thought i will shred it to make sure its gone. Comodo System Utilities deleted all the files that came with it eg the 32 bit file but it left this file to be deleted on restart,after a restart it was still there. I tried again,same result, I also have Comodo System Cleaner it said it deleted it but it did not,it just thinks it did,Glary Utilities will not delete it even if i run it as administrator (which i am anyway) it still tells me i don't have permission, Spybot secure shredder tells me i don't have permission. Slim Cleaner has a shredder & it says i don't have permission. I can't take ownership of it,if i try to take ownership of it through the properties & permissions etc i get denied access. MalwareBytes File assassin tells me i don't have permission. I am Administrator,& even so i tried running the shred programs as Administrator. oh!,this is a first, I just tried to upload it to Virus Total and i don't have permission to do that either. I'm not incredibly stressed about it because it was a good year ago i tried Easy Locker so this file has been on my PC a long time & if it was going to do harm it would have done it by now,it is blocked from connecting to the internet & always has been. I'm running out of ideas now. So if anyone has the solution i would be grateful, This is Windows 7 home premium 64bit. I would prefer to shred it rather than just delete it to make sure its properly gone. it is not read only.

I managed to shred it,i did not want it just deleted because it does not remove the whole file.even Permanently deleting a file allows it to still be reclaimed by some software so i was worried it might return if i just deleted it,so i did not try either of the suggestions & i don't have unlocker. Comodo System Cleaner got it,there was a problem with its own instalation,i uninstalled Comodo System Cleaner, restarted reinstalled it and it shredded the bad file when i tried again.
