Unable to install any USB devices

I have tried these steps. But its not working in my laptop. I was suffering a lot due to this problem. I will be pleased if you any one gives me solution...

I just registered to say thank you ... MY GOD ... it was soooo anoying - I did tons of tutorials and they failed. Still two of my USB ports are dead but 2 still working and finally I can install new external HDD to backup my files...
