Unable to install new apps, registry, task manager greyed out

Hi
I am unable to install spyware/antivirus softwares, unable to install new apps, unable to open my regisry, task manager is greyed out.

Plz help me, dont know what happened.
This is newly installed window as yesterday my old one got infected & was showing the same message, so i thought re-installing with complete formatting of window drive will solve my problem, but even on new window the problem remains.
I have tried almst every option available on net to enable my registry editing but none worked.
This issue is also not allowing to install Malwarebyte for any scan of malware etc.
Kindly help me out of my misery

Hello and welcome aszx mate first of all can you get into safe mode if so do these

Second how did you format the drive I always wipe them formatting is ok but always carries a risk of "residue". Having said that the drive itself could be going south too.

Addit: Please get some security on board MSE is free and quite good.
