Solved Unable to open iTunes

I am trying to open iTunes after an update but I'm receiving an error that the folder iTunes is on a locked disk or you do not have write permissions for this folder. I have tried:
1) Checking the owner/permissions of the itunes folder. I was the owner but not explicitly granted full access. I corrected this.
2) Making myself an owner will full access to the root of the drive (the data is on a separate partition from Windows). I checked the box to replace all child permissions and the same option on ownership.
3) Making my account an administrator.
4) Correcting ownership/permissions to my \users\<User> folder.
5) Running iTunes as an administrator.
6) Rebooting.

None of that worked. I checked effective access for the data drive, the music folder (which iTunes is beneath), and the itunes folder. All 3 show myself as having full control. I have been able to run itunes on this computer before but it's been a long time.

I figured out what was wrong. My library files where missing. I restored from an old backup and now I'm back in business.

I'm wondering if you are able to install the latest version of iTunes like 12.11.0.26 under Win7

I saw this post in another forum that latest itunes doesn't install on Win7

edit - version 12.10.10.2 is the last version to support Win7 & 8.1
v12.11.0.26 dropped support for Win7/8.x and require Win10
