Unidentified Network with Ethernet on Windows 7 Ultimate

I bought an Ethernet cable to plug directly to the modem for better speeds. I plug it in and it doesn't work. It has a Public Network symbol and says "Unidentified Network". When I diagnose it says "Local Area Network 2" doesn't have a valid IP configuration. My NIC is the Intel(R) Ethernet Connection i217-v.

I have tried almost everything. Manually set the IPV4 from the IP config command, disabled IPV6, tested the cable on other PC, checked BIOS to make sure it is enabled, started in safe mode with networking, changed speed and duplex, installed official Intel drivers. It could be the modem but I'm unfamiliar with what settings to tweak. Modem is a Telstra Gateway Max TG799vac.

Cable is plugged in the right place 100%. The modem LED is green and flashing and the PC's top LED is orange and flashing but the bottom is green. I uninstalled the driver in device manager and restarted then reinstalled but still doesn't work. If I login to the modem with the other PC it doesn't appear under the Ethernet connections. Sometime after trying to fix it I had the exact same problem with the WiFi and I just enabled the IPV6 and it worked again. It was "Unidentified Network" and had a public network symbol just like the Ethernet is doing.

I should mention that I have no issues connecting through WiFi and Ethernet with my main PC and other devices. I activated the modem when I got it months ago so everything works fine. I can even connect with WiFi using the same PC having this Ethernet issue.

Well that would then point to a driver issue, I saw on the Asus Support page for your network two different drivers, which one do you have installed?

I don't know what you mean? I installed the drivers for the NIC. What drivers are you referring to?

Well um would it kill you if you had to use the WiFi, I'm sorry but I'm not sure what to do right now. I'm going to ask someone more experienced.

You could also try by uninstalling the Ethernet driver, reboot and see if that fixes anything.

And oh be prepared by having downloaded the driver before you boot so that you won't have the problem of having no internet.

I tried that. If it helps I also had a BSOD when the Ethernet was plugged in. Haven't had one since I plugged it out.
