Try right clicking the IE desktop icon and choosing "Pin to taskbar"
Those instructions were for 64bit IE. I take it that you have a 64bit machine? Your System Specs don't say if you're using 64bit or 32bit windows.
You have two program files folders - right?
"C:\Program Files" and "C:\Program Files (x86)"
Is it possible to post a screenshot of your shortcut's properties? (The shortcut tab)
