See if there is anything in the Temp folder that is causing the installation failure.

With all programs and browsers being closed, clear the Temp folder by clicking the Start orb > in the Search programs and files field type in %temp%
Open the Temp folder.
Move all contents of Temp to the Recycle Bin for now.

( The contents of Temp should not be needed if the system has been restarted after the installation of software, updates, hardware drivers, etc. )

Try to install KB2467173 now.

If the installation still fails, give the Fixit on this page a shot, Matt: How to fix MSI software update registration corruption issues

If no joy, then download either the x86 or x64 release of Microsoft Visual C++ 2010 Redistributable Package that matches your system's architecture, and save it.
The system's architecture is can be viewed by opening System in Control Panel, Look next to System type: -

Microsoft Visual C++ 2010 Redistributable Package (x86)
Microsoft Visual C++ 2010 Redistributable Package (x64)

When the download completes close all open programs and browsers.
Right click the downloaded file and choose 'Run as administrator'. Agree to the UAC prompt.
Choose the Repair option.
Restart the computer whether you are prompted to or not.

Then try installing KB2467173 again.

If no joy, uninstall Microsoft Visual C++ 2010 Redistributable Package and then restart the system.
Install the downloaded Microsoft Visual C++ 2010 Redistributable Package and restart the system.

Manually download and save the update from the Microsoft Download Center, do not try to install the automatically downloaded copy of it .
Be sure to download the release of the update that matches your system's architecture.

Microsoft Visual C++ 2010 RTM Redistributable MFC Security Update

When the download completes close all open programs and browsers.
Right click the downloaded file and choose 'Run as administrator'. Agree to the UAC prompt.

If the installation still fails, suggest you contact MS for no-charge support in getting the Security update installed.

ok update that got the repair to go through had to browse and select the file manually and the update succeeded. But now I'm curious is it normal to get that windows installer message often because I get it quite frequently when uninstalling and installing programs and appplications.

Glad to hear that the update has finally installed.

No, it's not "normal" to see that Windows Installer message when uninstalling/installing software.
There could be several reasons for it but the most prevalent ones are that there is a great deal of "stuff" in your User Account's temp folder ( Users\<YourUserAccountName>\AppData\Local\Temp ), software is being installed and then the installation file is deleted prior to a required restart of the system, there has been a sizable amount of software installed/uninstalled that has caused some type of corruption in the local installation database (Windows\Installer), or, there's an incorrect setting(s) in the registry.

Microsoft use to offer the Windows Installer Cleanup Utility to resolve this error but it caused issues with the latest Versions of Office so it was pulled. There is a Fixit that may resolve this error when installing MS software -

You receive an "Error 1606" error message when you try to install or remove a Microsoft program

If you can, suggest checking the registry entries that are shown in the KB article for Windows 7 to see if your system's settings are the same, Matt. If a "registry cleaner" has been previously used, those settings may have been changed. If the settings differ, either make the necessary edits manually or run the Fixit.

Please, backup the registry keys shown in the KB article before doing any registry editing -

Try this:

You will find the download link for the x64 version of the Microsoft Visual C++ 2010 RTM Redistributable MFC Security Update in the same download page, you will need to click on vcredist_x64.exe size 9.8 MB.
Microsoft Visual C++ 2010 RTM Redistributable MFC Security Update
Download details: Microsoft Visual C++ 2010 RTM Redistributable MFC Security Update
The OP's update issues have been resolved.

FWIW, x64 systems also must install vcredist_x86.exe, too.

Why vcredist_x64.exe *and* vcredist_x86.exe?

FWIW, x64 systems also must install vcredist_x86.exe, too.

In case you are still around: Can you tell me why both files must be installed? Microsoft doesn't mention this in the installation instructions.

Why vcredist_x64.exe *and* vcredist_x86.exe

In answer to your last question, both x86 and x64 need to be installed on the x64 setup. This is because x64 versions of Windows are also required to work with x86 applications and software. Most software designed to be run on x64 systems still run using x86 coding. This is while nearly every web browser made is written in x86 as well as common apps and programs such as Office. While you could use x64 based browsers, you will encounter functional errors interacting with x86 websites. Same goes for cloud services. Most home users prior to 2012 used x86 versions of windows and because of that installed based, Programmers wrote to the lowest spec.
