You need to explain what you want the task to do to get specific help creating a BAT file.

Basically you need to:
Create a file with Notepad and save it with a .bat extension and type of "All Files".
This BAT file will have the commands you want to execute.

Then you need to add a task in Scheduled Tasks to run the BAT file.
In the Scheduled Task Triggers tab, choose "On a schedule" for the "Begin the task" drop down list and enter your schedule info.
As this is in the Security Forum, my guess is you want to run some type of Security Program(s).
I've set up BAT files and scheduled tasks for MS Security Essentials and Malwarebytes Pro.
So, if it's those programs you want to run, I may be able to help you with the BAT file.
If you need to run some other security program(s), I'll help if I can...but if I don't have your specific program I can't do any testing...

In addition to what has been said, I would recommend using Notepad++ Home instead of Notepad, since it will highlight the keywords within the batch file for you, and gives support for batch files.
