VPN window does not fill monitor screen

I am trying to help my daughter who lives in Kansas City. She is employed by a city on the East coast and she tele-commutes into the city's system using VPN. I am not any help to her as I know nothing about VPN.

She connects to a Windows PC (with no monitor) sitting on a desktop in a city office on the East coast. The way i understand her process, she logs in and connects over the Internet to the city's VPN network. After she connects to the city VPN then she logs into her PC sitting on a desk at the city offices. I do not know the Windows version of the remote PC sitting on a desk on the East coast but I will ask her if necessary.

She is running Windows 7 Professional 64 bit on her Dell Laptop PC that she is currently using. Before she purchased her Dell Laptop she was using a Dell desktop PC.

When using the Dell desktop with a 20 inch monitor, the computer screen from the remote PC that displays when she connected via VPN to the remote PC sitting on the desk completely filled her monitor at her house in Kansas City and everything was good.

Several months ago she quit using the Dell desktop at her home and purchased a Dell laptop and used the SAME 20 inch monitor that she did with the Dell desktop. After starting to use the Dell laptop, the computer screen from the remote PC that displays when she connects to the remote PC sitting on the desk via VPN only fills about 25% of her monitor and is very tiring on the eyes to read the contents of the smaller window.

I don't know why the remote computer window does not fill 100% of her 20 inch monitor when using the Dell laptop but it did fill 100% of her monitor when she was using the Dell desktop.

I thought issue might be a monitor resolution issue but but when I change the resolution of the 20 inch monitor the display window from the remote PC on the East coast still does not fill 100% of the screen.

Does anyone have any ideas on how I can make the remote PC window completely fill 100% of the monitor at my daughter's house?

Think of the VPN connection as a very long wire that runs from her home computer to the office computer. Once that connection is established, some other software must be used to let her see/control the remote office computer.

Please ask her what this remote control software is and then we can probably help her to get that application's screen to be full screened. She might be using Windows' Remote Desktop Connection or any number of other remote control apps.
