Wallpaper keeps changing the way it fits

Every time I log out and log back in, the wallpaper I have displayed will automatically change from "Fill" to "Stretch". It continues to happen over and over again and it's really getting aggravating having to change it every single time I log in. Anyone got any helpful advice to rid myself of this problem?

This appears to be the fix
1. Open regedit and check for a DWORD value "NoSaveSettings" in right-side pane under following keys:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
HKEY_USERS\.Default\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
HKEY_USERS\.Default\Software\Microsoft\Windows NT\CurrentVersion\Program Manager\Restrictions
The DWORD value must present in any of above mentioned locations, most probably in the last one.
2. Once you find the DWORD value, delete it and restart your system. It'll solve your problem and Windows will remember your desktop settings.

Create a restore point before editing your registry just in case you make a mistake you can return things back to how they were.

Thanks for the helpful tip, but the DWORD value doesn't seem to exist in the registry. Some of those locations don't even exist within my registry. Is there any other location it could possibly be in? Or some kind of other way to fix it? I'm going to go ahead and take another look to make sure I didn't skip over it or anything.
