Web links don't work under Win7

Hello everyone! :)

I have a little problem with links not working in my Win7. Links in Skype, mIRC, Excel/Word to name one of my few most often used programs. I believe I've disabled UAC and it's notifications too. Here's a message I get when I try to launch a link from Excel/Word:

When I used to use WinXP SP3 32bit there was a button my in Opera browser which would assign protocols to use with Opera but that button doesn't work anymore under Win7.

Is that some sort of a protection in Win7 that doesn't allow links to be clicked and opened in my browser?

I see most users that experience that problem have installed Chrome at some point in the past. On my system I just used Opera@USB (portable Opera) from my second HDD where I store all my personal stuff (not the OS drive).
I'll keep reading that page, it's pretty long :o
