Weird Folder won't uninstall, pops back up

Here's a weird one: At one time I had the Ask Toolbar installed and later I uninstalled it. But there is a folder left called "Ask & Record Toobar". It's empty. I delete it and after about 5 to 6 seconds it pops back up in the same place! In 25 years of this stuff I've never run into this. I have nothing running that would cause this. Any ideas?

Update and run a full anti virus scan
Download and run malwarebytes updated and full scan.

as a last resort try this. All your temp folders will be delted, use with care. Be sure nothing that you want will be lost.
