What's this bar called?

Hello, I have forgotten what this bar is called, I'm wanting to change the
position of the bar back to the top.

That he has called the Command Bar.
Where is it located now?
Or are you talking about the menubar that goes above it, if so Click on the Organize button go down to Layout and then Click on Menubar.
