Where has 'all users' folder gone?

I'm just setting up a Windows 7 PC on our network, and I went to add an icon to the 'all users' folder and its not there! With multiple users on a single PC, how do I add shortcuts and universal startup programs without this?

It's under C:\users\All users

But this only works if the install program "says for this user only" or fr "all users"

It wouldn't work anyway, because there are no registry entries on the other users account

Its not on mine! under c:\users, I've just got the names of individuals and Public. There is no all users folder. If it wouldn't work anyway, then whats the intended way of adding an icon that all users can use?.

Go to Control Panel > Folder Options and choose show hidden files and folders.

If you need to add a program shortcut for all users - after installation - if you open the start menu and click on all programs.

Right clicking on a folder should present Open & explore options - to edit the active user's start menu and also "Open all users" and "Explore all users" entries to edit the start menu for all users

As there is not always a dual copy of folders I would suggest you right click on the startup folder entry

Note that you will probably see UAC prompts when copying/Moving shortcuts into the All Users area

FYI

the actual all users folder is at

"C:\ProgramData\Microsoft\Windows\Start Menu\Programs"

Under C:\Program Data, many folders are lock and/or inaccessible, so these folders ill not copy over.
