Where's all the cookies

My computer is running slowy lately so I went into the windows\cookies\low folder to clean it and there are no cookies. Usually there are thousands. I then went back to the user folder to start over again and noticed there is a "appa data" folder and an "application data" folder. the application data folder has a arrow box with a white arrow pointing up to the right, in a curved fashion. I tried to open this file and access is denied.
1. Is it possible all the cookies are being redirected?
2. In the user\larry folder the are many other folders with the same blue \ arrow box that cannot be opened
3. what are these arrows for and how do i get rid of them

I personally like to use CCleaner to delete all cookies with.

The "Application Data" folder is actually not a real folder, and is just a junction point for your "AppData" folder for backwards compatibilty for old programs.

Thanks, but where are all the cookies? Like I said there are usually thousands and now there are none. My computer is running slow. Is it possible it does not accept cookies or possibly a virus putting them somewhere else?

If they are not in the locations in OPTION TWO above, then they must have been deleted or you have cookies turned off (blocked) in say IE9.

Since your computer is running slow, I would recommend to do a full scan of your system at boot with Windows Defender Offline to help make sure it's clean.
