I've tried changing the file itself in explorer and by using IconPackager. No luck.

Welcome to the Seven Forums

I hope you made a restore point or an image of your drive before you used the iconpacker they can be difficult to restore to the original if you ever want to.

You may need to do http://www.sevenforums.com/tutorials/49819-icon-cache-rebuild.html for it to show up

That icon is #110 in imageres.dll in C:\Windows\System32 for 32-bit (x86) if you are using a 64-bit system it will be in both C:\Windows\System32 and C:\Windows\SysWOW64
