Wierd problem with screen resolution After upgrading to new GPU.

Hello everybody, i would like some help with a problem i got after buying This GPU: AMD Radeon HD 6570 2GB DDR3 to replace my old Nvidia 9600 GS.Installation went fine then i connected my GPU with the monitor through VGA and i booted my PC all normal.Now i set my resolution to 1920x1080 60hz [Its The Native resolution supported by my monitor with aspect ratio 16/9] and all fine[By the Way i had the same resolution in the desktop with my previous GPU too 1920x1080].Now my problem is, when i try to play a game, i usualy set the resolution in game to 1280x720 so i can get more FPS.But after the upgrade of my gpu, doing that changes the resolution Of'course but then i have a black border in the left side of my screen like the screen is miss-adjusted [my mouse can't go throught it].Whatever resolution i try , and i tried in many games, all will have a black border some will have it on top and bottom, others only on the left, others on the left and right, etc... unless i set it to 1920x1080 which is the same as my desktop, only then it will apear good..Then i opened the AMD VISION Engine Control Center after searching for possible solutions that told to disable upscaling, increase overscan, etc... tho those options are not avaliable in The AMD VISION Engine Control Center unless its connected through DVI or HDMI cable but i am connected with VGA as i was with my previous GPU.Now the only way around this problem that i have found is, in order to make the 1280x720 resolution work in game without the black border apearing, i need to right click on desktop and then choose screen resolution and set it to 1280x720.Tho doing so, makes my desktop's right part not appear full meaning the part till the clock is off-screen.So the only way to have a good 1280x720 resolution was clicking in the advanced setings and changing the refresh rate to 59 from 60hz.After doing that the dekstop apears nice and going in the game, i can succesfully set a 1280x720 without the border apearing.Drivers are the latest, and can you help me with this problem as it is verry frustarating switching back and forth the resolution in the desktop every time i want to play a game as when i exit i reset it to 1920x1080 [60hz of'course because i can't set that resolution to lower refresh rate nor would i do unless it was needed.Thanks for the long read and any help apreciated.
