Win 7 boots straight to boot edit menu

I am working on a friends borked laptop. It no longer boots to the operating system. Instead, it drops to a boot menu editor, as seen below.

I don't know much about boot menu editing in windows, and there should only be one OS, Win 7.

If I hit escape, this screen comes up, but I can't select anything. the blurry line says Windows 7 incidentally.

I've never gotten it to boot so I don't even know what sort of mess awaits me once the OS loads. Any help would be appreciated.

EDIT: After leaving it on the screen above, it magically turned into this screen below. Only while I can move the highlight bar to any option, return doesn't send me anywhere.

Do you have an installation disk or flash media ?
If so you might try startup repair a few times in a row,

If I'm understanding this correctly I have to be inside windows to get this to work. I can access the bios, but when I hit enter, nothing happens. So while I can change the boot order so the cd drive is read first, I cant save and exit the bios so I can actually get to system repair.

Not sure how this happened, the computer was used the day before yesterday with no problems.

I've actually got a backup, what i need is a working computer. If I could get it to read the cdrom I could always blow away everything and start over.

Yep definitely weird
I'd suggest powering off and removing the battery for a while
After removing the battery hold down the power button for 1 minute
Then just let it sit for an hour or over night.
Start again the next day with fingers crossed :/
