Win7 Screen Flikering (Jumping) - How To Fix?

Hey all!
I recently decided to go with Win7. All was ok untill now.
Now im geting strange video artifact. the screen is flikering, like there are parts of other windows being rendered and it is really annoying.

Here is the video of what other ppl experiance, and I have exactly the same issue


Any one knows how to fix that?

I have latest video card drivers so that is not an issue. Also hardware works totally fine! Was usng it for about 3 month on XP.

One more thing, i think it started when i connected second monitor? but i need both monitors for work...

Did you upgrade (did not reinstall programs) or clean install (reinstalled programs)?
