Windows 7/8 transcluent selection rectangle slow and lag

Hi,
has any of you don't have translucent selection rectangle slow and laggy on Windows 7/8 ?

I have tested many Windows 7 and 8 machines and on all of them there is lag and selection box is slow.
Lag is due to the v-sync enabled (which is very bad choice made by Microsoft for user experience) but why is it slow?
When selection box gets bigger and bigger it gets slower. When it is big for the whole screen I can always see it's moving choppy.
That would be explainable 20 years ago, when computers didn't have enough power to calculate translucent rectangle for the whole screen, but today? Every game renders tens of full screen transparent rectangles with fancy shaders few times per frame with 100 frames per second.
Even if I really tried I couldn't write program that draws transparent rectangle slower than hundreds frames per second. And in Micso

And for the lag: in Windows XP selection box is not laggy, because of two things:
* no v-sync, so every new frame is put directly to the screen as soon as possible
* nice trick of predicting the movement of mouse and drawing selection box ahead

Both made on the same machine, dual core with GeForce GTX 260 - a card surely capable of drawing a transparent rectangle every frame. Hundred times.

Noticed the lag on 7? I can't stand it, it ruins the whole experience. For me Windows 7 and 8 feels slow, heavy and laggy just because of this. Because of v-sync.

Maybe this video doesn't show this, but on Windows 7 when I make big selection rectangle and move mouse this rectangle chops, skips. Just as games are choppy when fps drops.

Sorry that this is not real question for this forum, or maybe I'm missing something? Maybe you don't have any lag? If you think so, please make a video, because I won't believe it until I see it.
Maybe someone from MS would see this and think about it for the next Windows system.

These features should work fine on a perfect install on adequate hardware. But that effect is one I edit (fading, dragging intact, sliding, animation) from Visual Effects on lower RAM PC's. So you may need a more powerful processor 6-8gb RAM minimum to expect it not to hesitate. Try it on one at a store to see.

Make sure you have a perfect install without any freeloaders running, nothing at all in Startup except AV. Same steps as for Clean Reinstall - Factory OEM Windows 7 .

Guys, guys... Are you serious? 6-8 GB of ram? For drawing transparent rectangle? C'mon! You made me laugh, really.
A rectangle! Rectangle!
Every game draw tens of full screen rectangles per every frame hundreds frames per second. And we're talking here about drawing single, one colored rectangle.
And, once again, Windows XP does it fast on the same hardware.
And btw. ram has nothing to do with it, it's just drawing on the screen.

With 2-4gb RAM Win7 will often warn under Performance Issues to edit Visual Effects.

The visual effects which have the most impact is Dragging Windows Intact and Selection Rectangle.
 
The only reason I can think for that is lack of competence of some programmers that did that.
"Visual effects" that Windows provides are very simple and I could easily write code that renders exactly those effects on very old hardware. Even on hardware not capable of running DirectX 9.
For comparison, just look what amazing effects are available on some user interfaces on Linux, far more advanced and complicated and they doesn't require 2+ GB of ram and ultra high video card.

Well, Sorry for bringing this post active again but I have to say that I'm facing this issue too on modern hardware ( I7 4770 ), So after all the struggle of years I finally found the solution and what causes the issue, So basically this is a Vsync issue and only happens on 60HZ monitors, If you have a higher refresh rate monitor this issue won't occur, Basically a 60HZ monitor only shows 59.997 HZ which is not same as 60HZ, of course with your eyes you won't notice the difference but for the PC to sync the frames within the driver and the monitor and Vsync then this will cause this crazy lag problem, so as a solution I created a custom resolution using the Nvidia control panel and I set the refresh rate from 60HZ to 61HZ this gives a solid 60.999HZ which is great and easily syncs the frames after this the issue is resolved and gone!
