A problem with scrolling on Internet Explorer 9.

I have read that this MIGHT work...

IE > Tools > internet Options > Advanced Tab > Browsing > Untick "Use Smooth Scrolling > OK > Restart IE.

Sadly no bright ideas are forthcoming it seems.

Do as you say... try another Browser.
My recommendation would be Pale Moon.
