Windows 7 problem with desktop wallpaper replacement

Hello everyone.
A few days ago I had a problem on a desctop computer with Windows 7 Ultimate sp1, 64 bit operating system. The problem is that I can't change the background on the desktop, but the background is black all the time, all the icons are there, everything works properly, but whatever background I choose, nothing happens. Let me mention that Windows is activated and that the license has not expired, so there could be a problem with activation.
Has anyone had the same or a similar problem or does anyone know what the problem might be?

i have my suspicions that this is the case, another reason to little ram, 3gb on a 64bit OEM install, and from what i can find your comp was shipped with Vista 32bit home premium

looks like my assumptions were correct..... its showing as a recent (re)install....
NO WAY this comp came with W7 ultimate, it was originally sold with XP, BIOS date is 2007 way before W7 was even released, just to confirm this the product key type 2 means stamped during manufacture
The activation exploit has been "killed" by the (re)install... exactly like the post i referred you too
