While extremely annoying, I think this behavior is by design.. In my case the files I'm trying to rename are on a network share and not local. You shouldn't need a third party tool to rename files, so I've stubbornly avoided looking for one and continue to put up with this annoyance. If anyone finds a registry entry to disable this, I would greatly appreciate being able to rename files in explorer for a few months before I upgrade to windows 10.
