Windows 7 "Service not running" message

Hi, I'm getting a message every time I try to check for updates on Windows Update. Also, the SURT program won't install (error 0xc8000247). Neither will .NET framework 4.0. Not sure what's up everything else seems to be working, I just installed Windows 7 Professional x64 on this new hard drive and I haven't even used it for more than a day. Would appreciate a response.

Ignore errors produced when clicking on the Copy button - they simply mean that the tool could not create the backup files for some reason. The data is still copied to the clipboard for pasting to your response.

Please also state the Version and Edition of Windows quoted on your COA sticker (if you have one) on the case of your machine (or inside the battery compartment), but do NOT quote the Key on the sticker!

(I don't think you have a pirated Windows - it's just the quickest way to confirm the diagnosis!)
