Has it improved since you turned Windows updates off? I've had similar things in the past - usual causes have been
a) Drive nearly full (check how much space you have left)
b) Some program running in the background all the time - possibly Windows updates and/or something else? Check what's running and what's running at start up.
c) Windows corrupted (do sfc /scannow at command prompt as administrator).
d) Malware etc (run Malwarebytes).
