Solved Windows 7 unusually slow?

I keep my PC in tip top shape, CCleaner, Defrag, Scans, tweaks to the OS etc.
(I would honestly be in shock if someone could tell me a performance thing to do I haven't known about)

Anyway, My Laptop is slow for some reason, My windows install is like no more then 2 weeks old after doing a reformat, I then upgraded from home premium to Ultimate, since I had a key still.

But for things like changing the theme, it takes a good couple minutes for some reason to do it, And for some reason my laptop after being on for a bit will just run like garbage, just simple longer load times, and firefox will glitch and freeze. And typing instant messages on skype takes to long and gah. I check and my CPU usage is stuck in the 90-100% range, and I wasn't running anything abnormal, Just skype and firefox.

Which my Pc can handle greatly. Anyone know whats up?

The Defrag is that the Windows built in version or a third party tool ?

I see you have Malwarebytes installed. Have you tried running that? Update the definitions and then do a quick scan ?

I did last night, I had no results. Even from a full scan.

What type of tweaks have you tried or haven't you done any since this is a new upgrade?

I couldn't run the 64bit despite being on a 64bit computer, because near the end of the scan it stopped responding so I used 32bit (both ran as admin)

The tweaks used came from these two programs

Simple System Tweaker
Ultimate Windows Tweaker, a TweakUI for Windows 7 & Vista

I made sure I knew what I was doing and kept away from any bad ones.

I do not want to interrupt VK's malware diagnostics, I'll be back when a consensus is reached.

If Eset comes clean there are some programs I'd recommend to remove . Like Ultra Defrag

It came out clean, and I thought ultra defrag was good? Opensource and fast.

So. Yeah the scan was clean.

Is there any chance you have a bunch of programs running in the background, or stuff running/updating at inconvenient times?

Nope. I don't have anything setup to update other then Windows. And I don't have anything using up all my memory, I have gone through when I reinstalled the OS and turned off unneeded services like action center, but nothing to cause problems. But its not my ram, its my CPU usage that skyrockets randomly.

Like right now, I have firefox, and skype running, and unlike last night, its at 4% compared to its constant 100%
