Windows 7 very slow download speeds

Hello, I am experience a strange windows 7(64-bit) glitch that causes download speeds to be quite slow (about 20kb/s). I am on an HP HDX premium series laptop with an Intel Wifi Link 5100agn network adapter. I used speedtest.net to determine the problem persists even when I hardwire my connection directly to the modem. The desktop that is currently connected to the modem reaches download speeds of 8mb/s which is what my internet should be close to. speedtest.net also says I have an upload speed of 1mb/s which is relatively high. I have made sure all the drivers are up to date so this doesn't seem to be the problem. The problem seems to be with windows 7 because I have found several posts while searching documenting nearly identical cases as mine. I have tested out offered solutions on these posts to no avail. I have tried many things such as disabling the teredo tunneling adpater, disabling ipv6, disabling windows update, changing my power saving settings, cleaning the registry etc. but nothing has shown results. I feel like windows is cheating us by not admitting to such a problem. I won't even bother asking their tech support in anticipation of their ignorance. I'm hoping somebody here knows a solution and can please help me. Thanks!

Are you running homegroup? or workgroup? Can you upload a screenshot of the output of ipconfig /all?

I appreciate the input, but I have already read that page and if you notice I Gomes mentioned his wired connection was normal speed, this is not the case for me as my wired connection is still slow. To clarify my netgear WNR3500 router's firmware is up to date even though the router should have nothing to do with this problem. Some additional details about my network: There is a Dell desktop running windows vista wired to the moden and the wireless router that has fine internet speeds, my laptop that is in question, my mother's laptop which is also an HP that is having the same slow download speed problems and 2 xbox 360's with wireless adapters. One further pertinent detail is that my laptop was sold with windows vista but qualified for a free windows 7 upgrade which I received. I can't seem to recall downloads being as slow on vistas but I am not positive.

Open Command Prompt (Start > Search > cmd > Open Command Prompt)

Type: ipconfig /all

Granted, I really don't know if I'm even close to correct, but I'll try to help you regardless.

From what I see on that IP Config page, your seem to be connected to the router properly. However, having an IPv4 address of 192.168.1.2 seems odd, but then again I really have no clue. What I'd recommend from my limited perspective is this:

Perform a hard reset on your router. (If you don't know how, post the model of your router and I'll look it up)
Test again.
Hopefully someone else can help you more if the hard reset doesn't help.

I think I should be able to find out how to do that. Thanks for the suggestion. I tried my laptop on another network today and its speed is much higher on that one so it has to be my network.

Ok here is an update. I restored the factory defaults of the router and it didn't fix anything. I tested the download speeds of the hardwired desktop running vista and it's speeds are still fine. I wired my laptop directly to the modem bypassing the router and the speeds are slower than ever. Download speeds on a family member's network yielded download speeds of .9mb/s which is a lot higher than the 20kb/s average I am getting. the speeds sometimes spike to 50bk/s but drop back to 20. Is it possible this has to do with the modem and not the router? I don't know anything about modems.
